A virtual private server gives you a virtual machine with a fixed amount of CPU, RAM, storage and traffic, and root access to do what you like with it. You choose the operating system, install what you need and manage updates yourself. It is the middle ground between shared hosting and a full cloud platform, usually at a flat monthly price.
Because you control the whole machine, a VPS is about as portable as hosting gets: an image, a configuration script and a DNS change move everything. Hetzner, netcup, Tilaa and Combell Cloud run data centres in Europe, which keeps your servers and their backups under EU jurisdiction. Picking a European VPS hoster also puts the terms of service and the support desk in your own legal system.
