Offen

Offen is an open source web analytics service from Germany. It takes an unusual approach to the people it measures: their data is encrypted, and they can see exactly what has been stored about them and delete it if they want. Data is kept for six months at most, and the consent banner ships in English, French, German, Portuguese, Spanish and Vietnamese.

Offen is self-hosted, so it is not necessarily European in itself, but installed on a server in the EU it is a transparent European alternative to the American analytics services. It suits site owners who want measurement they can defend to their visitors.
