Register No. 011

Is Artikel10 European?

Verified European

Yes. Artikel10 is under verified European control.

Artikel10 e.V. identifies its seat as Hamburg and its registration as Amtsgericht Hamburg VR 24066. The legal notice names Matthias Marx, Sven Mattsen and Olaf Rendel as board members. Under the published statutes the voting members' assembly is the highest decision-making body and elects the board; two board members represent the association jointly. Ordinary membership carries voting rights, with one non-transferable vote for an eligible member. This establishes the governance model used for the European-control verdict. A fresh official court extract and current membership roll were not obtained.

About Artikel10

Artikel10 operates a public DNS resolver supporting DNS over HTTPS and DNS over TLS. It is intended to protect DNS transport from observation and manipulation. Encrypted DNS does not hide all browsing activity from websites, networks or the resolver itself.

Free encrypted DNS run by a German civil-rights association

The operator is Artikel10 e.V., a German registered association. Its published statutes put constitutional decisions and board elections in the hands of the voting members' assembly. This documented association governance supports European control; it is not a company with a conventional shareholder cap table.

Pricing
The public DNS resolver is free. Association membership and donations support the organization but are not a resolver subscription. Published annual membership fees are 60 euro ordinarily, 30 euro reduced and 240 euro for legal entities.

Operations

Who runs the parts of the service we could observe from outside, checked 15 September 2026. A provider's control can differ from where its servers stand.

PartProviderProvider controlWhat we saw
Core hosting IN-Berlin European The published resolver address and live A/AAAA records are 217.197.91.153 and 2001:67c:1401:2120::1 in AS29670. This identifies the resolver network, not every possible upstream recursive dependency. [1]
Public website IN-Berlin European The resolver information page uses the same published resolver hostname and network. [1]
Public website Contabo Not European The separate association website artikel10.org resolves to 161.97.145.192 in Contabo's network. This is not evidence that DNS queries run on Contabo. [1]
Incoming email mailbox.org European Association-domain MX records identify mxext1, mxext2, mxext3 and mxext4.mailbox.org. [1]
Outgoing email mailbox.org European Association-domain SPF authorizes mailbox.org. [1]

The resolver publishes https://dns.artikel10.org/dns-query for DoH and dns.artikel10.org on port 853 for DoT. Live DNS confirms 217.197.91.153 and 2001:67c:1401:2120::1 in IN-Berlin's network. Its policy says it keeps no information about individual DNS requests; this is an operator statement, not an independent logging audit. The association website's temporary IP processing is a separate activity, and its host is Contabo while mail uses mailbox.org. Artikel10 says it would shut down a service rather than comply with an order to monitor users. No DNS-specific DPA, contractual uptime guarantee or detailed upstream and aggregate-log schedule was found in the reviewed public pages.
